i open up the 'app' add all the effects, try to change the pitch and different things but it say 'unhandled expection has ofccurred in your application' also says ' value of '-1- is not valid' does this all the time? wtf and doesnt even change my voice?

it changes your voice on the other end, so you won't hear a change

the unhandled exception is likely a bug in one of the sliders

this is a sample application that went with a programming article. I hope to find time to make it into a more user-friendly application at some point in the future
